Subject Property 4 <br /> Water lines extend along 58`h Avenue to Subject Property 4 from the North County Water Plant, <br /> while wastewater lines extend to the site from the Central County Wastewater Treatment Plant. <br /> Transportation system <br /> Subject Property 1 <br /> Subject Property 1 can be accessed from CR 512, a twalane road with approximately 80 feet of <br /> public road right-of--way. The segment of CR 512 adjacent to Subject Property 1 is classified as a <br /> rural major collector road on the future roadway thoroughfare plan map. No improvements to this <br /> section of CR 512 are currently programmed. <br /> Subject Property 2 <br /> Subject Property 2 can be accessed from 130`h Avenue which is a twalane unpaved road with <br /> approximately 40 feet of public road right-of-way. Currently, there are no plans to expand this <br /> portion of 130d' Avenue, <br /> Subject Property 3 <br /> Jungle Trail borders Subject Property 3 on the east and provides the only automobile access to the <br /> site. A two-lane unpaved local road, Jungle Trail has been designated by the county as an historic <br /> and scenic road with special building setbacks and vegetation protection areas along its entire length. <br /> The public road right-of--way for the segment of Jungle Trail abutting Subject Property 3 ranges from <br /> 15 feet to 20 feet. <br /> Subject Property 4 <br /> Subject Property 4 abuts 58`h Avenue, a two-lane paved road with approximately 80 feet of public <br /> road right-of--way. This segment of 58`h Avenue is classified as an urban principal arterial road on <br /> the future roadway thoroughfare plan map and is programmed to expand to 130 feet of public road <br /> right-o &way by 2020 . <br /> ANAs MS <br /> In this section, an analysis of the reasonableness of the application will be presented. Specifically, <br /> this section will include the following: <br /> • an analysis of the request ' s impact on public facilities ; <br /> • an analysis of the request' s compatibility with surrounding areas ; <br /> • an analysis of the request' s consistency with the comprehensive plan; and <br /> • an analysis of the request' s potential impact on environmental quality. <br /> Concurrency of Public Facilities <br /> Only Subject Properties 3 and 4 are located within the County Urban Service Area, an area deemed <br /> suited for urban scale development. The comprehensive plan establishes standards for: <br /> Transportation, Potable Water, Wastewater, Solid Waste, Stormwater Management, and Recreation <br /> (Future Land Use Policy 3 . 1 ) . The adequate provision of these services is necessary to ensure the <br /> continued quality of life enjoyed by the community. To ensure that the minimum acceptable <br /> standards for these services and facilities are maintained, the comprehensive plan requires that new <br /> development be reviewed.
