Chairman Adams noted that Commissioner Tippin had originally met with the Corps of Engineers and the Middletons and the Corps explained that bids did not go out until June . They had promised that the ramp would be opened by Thanksgiving . Public Works Director Jim Davis went out there with a representative from St. Johns Water Management District to help them get the project moving . The County did the early part of the project for them and the contractor and the Corps have failed in getting the project done in a timely manner . They are insensitive to our area and hired a contractor from Miami . They have almost put the Middletons out of business and they have been there almost longer than the lake . We feel helpless and would love to finish the project for them . They are now bringing gravel all the way from Miami . Mr . Doty inquired whether it would be all right for the County to ask Jim Davis to take over the project . Commissioner Tippin commented that it took an Act of Congress to get the project started and dealing with this bureaucracy is worse than dealing with the FEC . He strongly suggested that the Chairman write a missive to all involved in the project . Chairman Adams felt that we need to involve our Congressman at this point . She did not know what else we can do, especially in light of the fact that they replaced a boat ramp that the County had just built . After general discussion , CONSENSUS was reached to write a letter and arrange a meeting with all involved to attempt to get some progress on the project . Public Works Director Jim Davis stated that he had visited the project and spoken with the contractors and with Mr . Middleton . They are scheduled to pour the concrete for the boat ramp and the materials have arrived .
