ex 3ebCS83 <br />Community Development Director Bob Keating explained that the Federal <br />Government is providing money through the State for communities with a high number of <br />foreclosures. He said that about six to eight weeks ago, the Board gave authorization to solicit <br />consultants to administer the Grant for the County, and that this is the request for the proposal <br />process. He announced that the two top-ranked consultants were close in their costs, and the third <br />consultant was significantly higher. Director Keating said that staff would be negotiating a price <br />with the top-ranked consultant, and that he would be coming back to the Board in March with a <br />contract. He said the maximum amount of the Grant is $4.6 million, of which 6.8% could be used <br />for administrative cost; yet the initial estimate of costs from the two top ranked consultants ranged <br />from 4.3 to 4.5%. <br />Commissioner Solari and Director Keating debated the cost information, and <br />discussed the negotiation process. <br />Administrator Baird said that staff's intention was to inform the Board of the <br />consultant's final ranking and to let them know that this would be brought back (with more <br />funding information) at a later date. <br />ON MOTION by Commissioner Solan, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />the Consultant Selection Committee's prioritization list and <br />authorized staff to begin contract negotiations starting with <br />the number one ranked firm as recommended in the <br />memorandum of February 2, 2009. <br />11 <br />February 10, 2009 <br />• <br />136 PG 78`2 <br />
