• <br />BACKGROUND <br />On October 23, 2001, the Board of County Commissioners, at an advertised public hearing, directed <br />staff to issue a Request for Proposals (RFP) for consultants to prepare a Community Development <br />Block Grant (CDBG) application in the Housing Rehabilitation category and administer the grant, <br />if awarded. <br />On February 1, 2002, a selection committee, comprised of Robert M. Keating, Community <br />Development Director, Jason E. Brown Budget Manager, Office of Management and Budget and <br />Andrew Bowler, Executive Director, Indian River Habitat for Humanity, met and reviewed the four <br />proposals submitted by CDBG grant writing consultant fiinis <br />ANALYSIS <br />Based on each fir m's written proposal and interviews, the consultant selection committee ranked the <br />four consulting firms separately for each service being requested (application preparation services <br />and grant administration services) by the county. In the Housing Rehabilitation CDBG grant category, the <br />consultant will get up to 15% of the grant funds for administering the project if the application <br />receives funding. If the project does not get funded, there will be no cost to the county for the <br />consultant having prepared the application. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the consultant selection <br />prioritization list and authorize staff to begin contract negotiations starting with the number one <br />ranked firm. <br />ON MOTION by Commissioner Macht, SECONDED BY <br />Commissioner Adams, the Board unanimously (4-0, Chairman <br />Stanbridge absent) approved the consultant selection <br />committee's prioritization list and authorized staff to begin <br />contract negotiations starting with the number one ranked firm <br />(Fred Fox Enterprises, Inc.), as recommended in the <br />memorandum. <br />February 12, 2002 <br />19 <br />Py <br />• <br />
