r. <br />ANALYSIS AND ALTERNATIVES <br />Our local community of large general contractors seem to prefer the <br />CMR method and some no longer participate in any low -bid projects. <br />The City of Vero Beach, the School District and the County are all <br />currently using CMR contractors and are having success with them: <br />One of the advantages of this method of contracting is the <br />opportunity to evaluate and revise the project scope and <br />specifications to achieve a Guaranteed Maximum Price which is <br />acceptable to the Owner. This project is somewhat complex in that <br />it consists of several structures on two sites and requires that <br />existing operations continue to function throughout the entire <br />construction period. The project also contains a fueling depot, <br />which is a fairly unusual and specialized facility. The CMR method <br />with a negotiated GMP, is a good way to address these issues. <br />ALTERNATIVE #1 <br />Publish a Request for Qualifications (RFQ) from Construction <br />Manager at Risk firms, evaluate the responses, "short list" the <br />respondents, and negotiate a CMR contract with the top-ranked <br />company. <br />ALTERNATIVE #2 <br />Advertise for bids, evaluate the submissions, and contract with <br />lowest responsive/responsible bidder <br />RECOMMENDATIONS <br />Staff recommends alternative #1. We believe that we will get the <br />most participation from local contractors and will be best able to <br />control project costs with a CMR contract. <br />ON MOTION by Commissioner Macht, SECONDED BY <br />Commissioner Adams, the Board unanimously (4-0, Chairman <br />Stanbridge absent) authorized staff to publish a Request for <br />Qualifications (RFQ) from Construction Manager at Risk firms, <br />evaluate the responses, "short list" the respondents, and <br />negotiate a CMR contract with the top-ranked company, as <br />recommended in the memorandum.
