SE <br />• Future Growth <br />As Indian River County continues to grow, affordable housing need will also continue to grow. <br />According to current projections, the county's population will increase by almost fifty percent by <br />2025. <br />The county's population projections are as follows: <br />Indian River County Population Projections <br />2000 <br />2005 <br />2010 <br />2020 <br />2025 <br />Source: 2000 Florida Statistical Abstract <br />• Housing Element <br />111,411 <br />122.700 <br />132,100 <br />155,200 <br />166,200 <br />Under Florida's comprehensive planning requirements (Ch. 163, F.S. and CH. 9J-5, F.A.C.), all <br />communities are required. as part of their comprehensive plans. to address the issue of housing <br />affordability. Adopted in 1990. the housing element of the comprehensive plan identifies the <br />county's housing policy in general and its affordable housing policy in particular. The county's <br />comprehensive plan is implemented through the county's adopted Land Development Regulations. <br />Since adoption of the county's comprehensive plan in 1990. the county has established several new <br />housing programs and regulations to address various housing problems. In addition. the county has <br />reviewed all of its ordinances and regulations to determine if any unnecessarily increase housing <br />costs. Where appropriate. the regulations and ordinances have been revised to encourage the <br />provision of affordable housing within the county. <br />Included among the county's housing policies and regulations are the following: <br />* Regulations providing up to a 20% density bonus for affordable housing development <br />projects (housing element policy 2.5, Land Development Regulations Section <br />911.14(4)(a)). <br />Regulations allowing for small lot subdivisions with reduced setbacks, lot size, and <br />lot width requirements (Land Development Regulations, Chapter 911 and section <br />971.41(9)). <br />Regulations allowing for accessory single-family dwelling units in all agricultural <br />and residential zoning districts (Land Development Regulations, Chapter 911 and <br />Section 971.41(10)) <br />Regulations allowing multi -family dwelling units in conjunction with commercial <br />development. such as apartments over commercial buildings (Land Development <br />Regulations Section 911.10 and Section 971.41 (6)) <br />Policies for expedited permit processing (Housing Element policies 1.5 and 1.6) <br />Policies requiring review of proposed local policies or regulations which may <br />increase the cost of housing (Housing Element policy 1.7) <br />February 13, 2001 <br />BK I I PG 8 <br />106 <br />7i, <br />A3 <br />
