tc <br />woods. This family is not any different than most of us; the father was working, the two kids <br />were going to school and they did not have a place to live. It changed her perspective on the <br />homeless. She knows that housing is a big problem and she wanted to try to provide a <br />solution. It would be nice to have a developer come in and not ask for some incentive, but <br />it is a tough business and there are not many that are financially able to do it. The tax <br />credits are also given for historic preservation and as an incentive to provide solutions. <br />Commissioner Macht pointed out that the Commissioners have staff and the Technical <br />Review Committee to review these projects. <br />Chairman Ginn pointed out that the Commissioners did not have an updated Shimberg <br />study, nor was an updated census reflected in this report. She was not arguing that the <br />county does not need affordable housing, but is opposed to too many giveaways. <br />MOTION WAS MADE by Commissioner Adams, SECONDED <br />by Commissioner Tippin, to accept the report and instruct staff <br />to come up with an appropriate form of impact fee financing <br />that would be an alternative to our local match to encourage the <br />development of affordable housing. Staff to bring back any <br />other alternatives, all site or project specific. <br />Chairman Ginn reiterated her objections and reasons and was in the middle of calling <br />the question when a speaker stepped forward and was recognized. <br />Guy Barber, 1678 Highland Avenue, advised that he lived across the street from <br />Kyle's Run, an affordable housing project and felt it was dangerous to come home late at <br />night. He suggested the Board get a report from the Sheriff's office on the cost of taking care <br />of problems at Kyle's Run and stated that people from counties to the south were waiting for <br />February 13, 2001 <br />112 <br />BK11tPG1214 <br />
