REMOVAL OF DERELICT VESSEL - MICHAEL J. <br />QUATRARO d/b/a SEBASTIAN TOW BOAT AND SALVAGE - <br />DERELICT VESSEL REMOVAL PROGRAM GRANT AGREEMENT <br />The Board reviewed a Memorandum of January 25, 2001: <br />TO: Honorable Board of County Co <br />missioners <br />THROUGH: James E. Wright, Dierector <br />Emergency Services <br />DATE: January /5, 2001 <br />SUBJECT: Award of Bid for Re II oval of a Derelict Vessel with Funding from the Derelict <br />Vessel Removal Program Grant Agreement <br />On July 11.2000, the Board ofCounty Commissioners approved the submission ofa Derelict Vessel <br />Removal Program Grant Application to the Florida Fish and Wildlife Conservation Commission for <br />the removal of five derelict vessels from the Indian River, <br />On September 11, 2000. the County was notified that grant funds in the amount of $6,836.15 had <br />been allocated to Indian River County for removal of the vessels. The Board approved the Grant <br />Agreement on October 10, 2000, and authorized $2 500 in additional county funding for anticipated <br />landfill fees to dispose of the vessels. <br />Since the amount of funding was limited for this project. staff utilized department personnel and <br />equipment along with a commercial tow truck and assistance from SWDD staff to remove four of <br />the five derelict vessels incurring only $1,087.50 in expenses. The expenses incurred to date are as <br />follows: <br />Solid Waste Disposal District <br />Tow truck services <br />Department overtime (4 divers) <br />$150.60 <br />$150.00 <br />$786.90 <br />$1,087.50 <br />The remaining vessel identified in the removal grant is a 27 foot sailboat located generally east of <br />the River Run Condominium complex. Given its current condition, a marine salvage barge will be <br />required to lift and transport it to shore and then to the landfill. <br />Staff has attempted to obtain three quotes from area marine salvage companies, however only two <br />written responses could be obtained One was from Michael J. Quatraro d/b/a Sebastian Tow Boat <br />and Salvage in the amount of $4.995 for the removal which includes transporting it to the landfill. <br />The second bid was from Towboat US who bid $300 per foot ($8.100) for complete removal and <br />disposal in the landfill or $275.00 per foot ($7,425) to remove the vessel to a shore side disposal <br />container. <br />February 13, 2001 <br />BK117PG130 <br />
