Tabar, •.E <br />Coastal Engineer <br />SUBJECT: Amendment No. 2 to Professional Service Agreement with Applied <br />Technology and Management for Design and Permitting <br />DATE: January 22, 2001 <br />DESCRIPTION AND CONDITIONS <br />The County is presently under contract with Applied Technology and <br />Management, Inc. (ATM) for professional services, which include <br />permitting and design for the Beach Preservation Plan (BPP). Per <br />review comments received from the State (FDEP) and Federal (ACOE) <br />agencies additional services are needed to continue moving forward <br />with the beach restoration projects. <br />ATM has proposed to add additional services to the agreement for <br />the fee of $439,730, which is under the estimated budget for the <br />program. <br />ALTERNATIVES AND ANALYSIS <br />The additional work includes final permitting services, <br />environmental document preparation and a structural alternative <br />analysis. These services will finalize the permitting process for <br />the initial project. ATM will be responsible for responding to <br />further comments from the reviewing agencies. This work will <br />complete the permitting phase of the project. A detailed scope of <br />work and budget is attached. <br />These professional services are funded through a joint agreement <br />(DEP Contract No. 98IR1) between the County and State of Florida. <br />An amendment to that agreement is attached which increases the <br />State contribution by approximately 638,000. The agreement is based <br />on a 5O% County 50% State contribution. <br />Alternative No. 1 <br />Approve Amendment No. 2 to complete final permitting services <br />for the initial project, and execute the Amendment to the <br />joint agreement with the State of Florida. <br />County Contribution $219,865 <br />State Contribution $219,865 <br />Total $439,730 <br />Alternative No. 2 <br />Deny Amendment No. 2 and re -negotiate the services. <br />February 13, 2001 <br />BKII7PG150 <br />
