Due to the fact additional work was required by staff regarding ascertaining the public need, the <br />applicant agreed to a thirty (30) day extension beyond the sixty (60) days indicated in Chapter 304 <br />of the Indian River County Code to hold the public hearing. <br />RECOMMENDATION: <br />The EMS Director recommends that the Board of County Commissioners approve We Care of the <br />Treasure Coast application to provide non -emergency wheelchair services and medical/comfort <br />stretcher services in Indian River County and authorize staff to amend the existing Class E <br />Certificate of Public Convenience and Necessity to include the additional levels of service as noted. <br />Staff further recommends that the COPCN be granted for private pay clients only inasmuch as the <br />applicant is not under contract with the Community Transportation Coordinator and governmental <br />billing is not authorized pursuant to Section 302.17. <br />ATTACHMENTS: <br />Referenced application (HealthSouth letter included) <br />Letter from City of Sebastian <br />Certificate of public notice publication <br />List of entities holding a COPCN <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter.
