HUD FAMILY OPTIONS TRANSITIONAL HOUSING PROGRAM GRANT <br /> AND BUDGETAMENDMENT #011 <br /> The Board reviewed a Memorandum of February 14 , 2001 : <br /> TO : Members of the <br /> Board of Commissioners <br /> THROUGH : Joseph A. Baird <br /> Assistant County Administrator <br /> Joyce Johnston-Carlsgn <br /> Human Services Director <br /> FROM : Jason E . Brown <br /> Budget Manager <br /> DATE : February 14 , 2001 <br /> SUBJECT : Request for Approval of HUD Family Options Transitional Housing Program <br /> Grant and Budget Amendment 011 <br /> Background & Description <br /> On February 6 , 2001 , the Board of Commissioners received notification from the U . S . Department of <br /> Housing & Urban Development ( HUD ) of conditional selection for a Family Options Transitional Housing <br /> Program Grant under the FY 2000 Supportive Housing Program . The total grant amount equals <br /> $293 , 898 . These funds will be used for renovations , rehabilitations , and supportive services at the Indian <br /> River Homeless Services Council 's shelter. Joyce Johnston-Carlson , Director of Human Services will <br /> serve as the project selectee . <br /> The HUD requires a local match of $243 , 031 for this grant , which will be provided from a mixture of <br /> sources . On May 23 , 2000 , the Board of Commissioners approved a $200 , 000 set-aside of State <br /> Housing Initiatives Partnership (SHIP) funds for a match for this grant. Of these funds , $60, 000 will be <br /> provided in the form of a 15 year loan with a balloon payment of the entire principal due in the fifteenth <br /> year. The remaining $ 140, 000 will be set-aside for families that graduate from the program . These <br /> families will have the opportunity to obtain SHIP loans to assist them in acquiring affordable housing . <br /> Additionally , the Dorothea Leonhardt Foundation has provided $ 147 , 000 in matching funds forthis grant . <br /> Another $23 , 741 will come from the Human Services operating budget .
