Jean Laughlin, 625 32"d Terrace, opposed the project and stated that her neighbors, <br />Bob and Pat Glennon, were also opposed. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br />Commissioner Ginn, in response to several comments from the public that they had <br />never been contacted about the project, questioned when and how staff contacted these <br />owners. <br />Manager of Assessment Projects Dan Chastain stated that 7 owners signed a petition <br />for the project, which is 50% of the owners. All owners were contacted either in person or <br />by mail. Staff recognizes that not all the owners are in favor of the project but the County <br />has a responsibility to provide good quality water to the neighborhood. When the project <br />was first proposed in 1996 the cost was much lower than it will be now and if it is delayed <br />for another 5 years, the cost will rise proportionately. The first installment will not be due <br />until one year after the final assessment and the owners will then have 10 years to pay at an <br />interest rate of 4.75% which is lower than most banks charge. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Ginn, the Board <br />unanimously adopted Resolution 2002-009 <br />confirming the special assessments in connection <br />with the expansion of water service to Suburban <br />FEBRUARY 5, 2002 <br />-38- <br />
