ASSOCIATION FOR RETARDED CITIZENS OF INDIAN <br />RIVER COUNTY (ARC) - RENEWAL OF CLASS "E" <br />CERTIFICATE OF PUBLIC CONVENIENCE AND <br />NECESSITY TO PROVIDE WHEELCHAIR SERVICES <br />The Board reviewed a Memorandum of March 4, 2002: <br />TO: Honorable Board of County Commissioners <br />THROUGH' James E. Burkeen, Chief f &J <br />Division of Emergency Medical Services <br />March 4, 2002 <br />Approval of Renewal for a Class "ECertificate of Public Convenience and <br />Necessity for Association for Retarded Citizens of Indian River County to Provide <br />Wheelchair Services. <br />On October 5, 1999, the Indian River County Board of County Commissioners approved renewal of <br />a Class "E" Certificate of Public Convenience and Necessity for the Association for Retarded Citizens <br />to provide Wheelchair transportation and nating within Indian River County. This certificate was <br />necessary in order to comply with Indian River Code of Laws and Ordinances as specified in Chapter <br />304. The certificate was approved and renewed for a period of two (2) years. <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on an application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it Staff submits that there is no reason to hold a public hearing and absent that <br />requirement, the Board is requested to renew the certificate. <br />An application for the renewal of the Class "E' certificate has been submitted by Association for <br />Retarded Citizens of Indian River County. Staff has reviewed the application and no reasons are <br />known or perceived that would require a public hearing pursuant to the established ordinance. <br />RE C ONIIVIENDATION: <br />Staff respectfully recommends that the Board of County Commissioners approve renewal of the Class <br />'E" Certificate of Public Convenience and Necessity for Association for Retarded Citizens of Indian <br />River County, to be effective for a period of two (2) years. <br />MARCH 12, 2002 <br />-99- <br />El► f <br />02 <br />• <br />
