According to the Land Acquisition Guide, it is the responsibility of staff assigned by the <br />county administrator to coordinate negotiations regarding the acquisition of real property. <br />The Guide provides for amendment by a- majority vote of the Board of County <br />Commissioners. <br />No Board action is required at this time. <br />Commissioner Macht commented that procedures are in place and the concern <br />surfaced early on regarding the downside of unauthorized persons getting involved in any <br />negotiations. He expressed his hope that no one within the County would be involved in any <br />negotiations without going through the LAAC system. He also reminded everyone that the <br />Governor and the Cabinet had been requested to do nothing until the court issues its decision. <br />NO ACTION REQUIRED OR TAKEN. <br />COMMISSIONER KENNETH R. MACHT - <br />REPORT <br />C� <br />NCE <br />Commissioner Macht briefly reported on the Conference he recently attended and <br />noted that the last few conferences have been very disappointing. The workshops have been <br />nothing more than anecdotal recitations and Indian River County is light years ahead of most <br />of the other counties. The highlight of the conference was the address of Mel Martinez, <br />Secretary of HUD, on housing and homeless problems. He went to Tallahassee and attended <br />a Legislative Delegation breakfast to interface with the Florida delegation. Part of the <br />discussion was on the voting in Florida and there was a wealth of misinformation.
