Keating, AIC <br />Community Development Director <br />FROM: Stan Boling, CP <br />Planning Director <br />DATE: March 13, 2002 <br />SUBJECT: Request to Adopt an Interim Wireless Telecommunications Facilities <br />Ordinance, Amending Section 971.44 and Various Sections of LDR <br />Chapter 911 [FIRST HEARING] <br />It is requested that the data herein presented be given formal consideration by the Board <br />of County Commissioners at its meeting of March 19, 2002. <br />BACKGROUND <br />In January 2001, the Board of County Commissioners (BCC) enacted a moratorium on <br />accepting applications for new telecommunications towers to allow the county time to <br />select and hire a consultant to develop a wireless master plan and re -write the county's <br />existing telecommunications facilities land development regulations (LDRs) especially <br />in regard to wireless facilities. Emphasis was placed on controlling wireless facilities <br />because there is increasing demand for authorization to constnict "tower -like" wireless <br />facility structures and those structures are sometimes controversial. <br />Since adoption, the moratorium has been extended twice and is now in effect until April <br />7, 2002. The moratorium ordinance allows approval of collocations and tower re -builds <br />but prohibits construction of new towers (for wireless and non -wireless facilities) on new <br />sites. <br />March 19, 2002 <br />77 <br />L <br />Ur• <br />• <br />
