Water <br />With the proposed Comprehensive Plan amendment, the subject property could accommodate 540 <br />single-family residential units, resulting in water consumption at a rate of 540 Equivalent Residential <br />Units (ERU), or 135.000 gallons/day. This is based upon a level of service of 250 gallons/ERU/day <br />Development on the subject property would be served by the North County Reverse Osmosis Plant <br />which currently has a remaining capacity of more than 1,500,000 gallons/day and can accommodate <br />the additional demand generated by the proposed land use amendment. <br />Wastewater <br />Based upon the most intense use allowed under the proposed land use amendment, development of <br />the property will have a wastewater generation rate of approximately 540 Equivalent Residential <br />Units (ERU), or 135.000 gallons/day. This is based upon a level of service of 250 gallons/ERU/day <br />County wastewater service is available to the site from the North Regional Wastewater Treatment <br />Plant, which currently has a remaining capacity of over 180 000 gallons/day and can accommodate <br />the additional wastewater generated by the subject request. <br />Solid Waste <br />Solid waste service includes pick-up by private operators and disposal at the county landfill. The <br />county's adopted level of service standard for landfill capacity is L97 cubic yards/person/year With <br />the county's average of approximately 2.3 persons/unit. a residential development of 540 units would <br />be anticipated to house approximately 1.242 people (2.3 X 540). For the subject request to meet the <br />county's adopted level of service standard of 1.97 cubic yards/person/year. the landfill must have <br />enough capacity to accommodate approximately 2.447 (1.242 X 1.97) cubic yards/year. <br />A review of the solid waste capacity for the active segment of the county landfill indicates the <br />availability of more than 800,000 cubic yards. The active segment of the landfill has a four year <br />capacity, and the landfill has expansion capacity beyond 2010. Based on the analysis, staff <br />determined that the county Landfill can accommodate the additional solid waste generated by the site <br />under the proposed land use designation. <br />Drainage <br />All developments are reviewed for compliance with county stormwater regulations which require <br />on-site retention, preservation of floodplain storage and minimum finished floor elevations. In <br />addition, development proposals must meet the discharge requirements of the county Stormwater <br />iManageinent Ordinance. i ne subject property is located within the M-3 Drainage Basin. Therefore, <br />development on the site would be prohibited from discharging any runoff in excess of the pre - <br />development rate. <br />In this case. the minimum floor elevation level of service standards do not apply, since the property <br />does not lie within a floodplain. However, both the on-site retention and discharge standards apply. <br />With the most intense use of this site under the proposed amendment, the maximum area of <br />impervious surface would be approximately 4,704.480 square feet, or 108 acres. The maximum <br />runoff volume, based on that amount of impervious surface and the 25 year/24 hour design storm. <br />would be approximately 4,956.181 cubic feet.
