After a recent review of the plan, staff determined that several elements need to be revised. The <br />affected elements are the Future Land Use Element. the Sanitary Sewer Sub -Element. the Potable <br />Water Sub -Element, and the Coastal Management Element. The proposed amendments are related <br />to Agricultural Planned Developments (PDs ). Caribbean Fruit Fly host plants. the Future Land Use <br />Map, utility service for agricultural businesses located outside the urban service area. and post - <br />disaster recovery and redevelopment. <br />As originally submitted, the proposed amendment also contained revisions to the Recreation and <br />Open Space Element relating to arts and cultural activities. At the transmittal public hearing <br />however. the Board of County Commissioners decided to consider that portion of the proposed <br />amendment separately and at a later date. For that reason. the arts and culture related re%isions to <br />the Recreation and Open Space Element are no longer part of this proposed amendment. Those <br />revisions will be considered with the plan amendments submitted during the January 2001 <br />comprehensive plan amendment submittal window. <br />The proposed additions and deletions to the plan are shown on Attachment 2. In this attachment. <br />deletions are indicated by atLikā. tin uu_ i3. while additions are shown as double underlined. <br />The Board of County Commissioners is now to decide whether or not to adopt the requested <br />amendment. <br />PAST ACTIONS <br />On September 28, 2000. the Planning and Zoning Commission voted 5 to 1 to recommend that the <br />Board of County Commissioners approve the proposed amendments as shown on Attachment 2. On <br />October 19. 2000. the Professional Services Advisory Committee voted 4 to 2 to recommend that <br />the Board of County Commissioners approve the proposed amendments as shown on Attachment <br />2. On November 7. 2000. the Board of County Commissioners voted 5 to 0 transmit the proposed <br />amendment to the Florida Department of Community Affairs (DCA) for their review. <br />ORC REPORT <br />Consistent with state regulations. DCA reviewed the proposed amendment and prepared an <br />Objections. Recommendations and Comments (ORC) Report (dated February 9, 2001), which <br />planning staff received on February 12. 2001. The DCA ORC Report Attachment 6 at the end of <br />this staff report. does not contain any objections relating to the proposed amendment. <br />The ORC Report did, however. contain two recommendations pertaining to the proposed <br />amendment. In contrast to objections, recommendations cannot be used as a basis for finding an <br />adopted amendment not in compliance. <br />The first recommendation is that the county keep those portions of Coastal Management Element <br />Policy 7.4 that pertain to post -disaster redevelopment. DCA's other recommendation is related to <br />the proposed changes to Agricultural Planned Developments. DCA recommends that the county <br />consider keeping the existing clustering and Planned Development requirement, but make it <br />mandatory only for larger parcels such as 40 acres or more. Each of those recommendations will <br />be discussed in the analysis section of this staff report under the applicable category. <br />March 20, 2001 <br />
