Toni Robinson, 1111 Indian Mound Trail, speaking as an individual, wished to point <br />out there have been a lot of studies on clustering which indicate it has been very beneficial <br />in many areas for holding off sprawl. She knew the Commissioners were aware of all the <br />land available for development inside the urban service area, how costly it is to extend <br />utilities outside the urban service area which, if done on a piecemeal basis, is even more <br />expensive and that new development does not cover those costs. She also pointed out that <br />the areas between I-95 and the urban service area are a water recharge area and that water <br />needs will increase as the county develops. She thought the Board should move slowly and <br />consider these points very closely. She noticed while traveling in Europe recently that <br />people live in the towns and use the open areas for farmland. She felt there was a lesson to <br />be learned. <br />Chairman Ginn commented that it is hoped that these proposed ordinances will <br />address that. <br />It was determined that no one else wished to be heard and the Chairman closed the <br />public hearing. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Tippin, the Board unanimously adopted <br />Ordinance No. 2001-006 amending the Future Land Use <br />Element of the Comprehensive Plan regarding Agricultural <br />Planned Developments. <br />ORDINANCE NO. 2001- 006 <br />AN ORDINANCE OF INDIAN RIVER COUNTY. FLORIDA AMENDING THE FUTURE LAND <br />USE ELEMENT OF THE COMPREHENSIVE PLAN REGARDING AGRICULTURAL <br />PLANNED DEVELOPMENTS; AND PROVIDING SEVERABILITY AND EFFECTIVE DATE. <br />WHEREAS, the Board of County Commissioners adopted the Indian River County <br />Comprehensive Plan on February 13, 1990. and <br />March 20, 2001 <br />
