PUBLIC DISCUSSION ITEM - ARNOLD GROBMAN TO SPEAK <br />REGARDING THE INDIAN RIVER COUNTY PAY PLA <br />CLASSIFICATION STUDY CODY & ASSOCIATES NAND <br />Mr. Arnold Grobman, 855 Live Oak Lane, read his letter of March 20, 2001: <br />Amold Grobman <br />855 Live Oak Lane <br />Vero Beach, FL 32963 <br />March 20, 2001 <br />Comments on the Pay Plan: The Plan has serious flaws as it pertains to our librarians <br />A. There are four groups of professional public employees in Indian River County with these <br />charactenstics: <br />a, college education required, <br />b. work directly with the public (or a portion thereof), and <br />c. perform their services in a public building <br />B. The four groups are: <br />1. Nurses caring for patients in the IRMH. The Hospital is govemed by an elected <br />Board of Trustees. <br />2. Teachers educating young people in the public schools. The public schools are <br />governed by an elected School Board. <br />3. Faculty members educating young adults in the Indian River Community College. <br />The College is governed by a Board of Trustees appointed by the Governor. <br />4. Librarians providing library services to a cross section of the population in three <br />Library locations. The Libraries are part of the General Services Department of <br />County Government and report to the Director of General Services. <br />D. The Pay Plan is a result of the study of the work and compensation of the employees in the <br />General Services Department and takes no notice of the special professional status of <br />the libranans <br />E The appropriate comparison of librarians, within the county, should be with teachers, <br />nurses and faculty members. <br />F. An altemative appropriate comparison for Indian River County libranans would be with <br />libranans of comparable Florida counties. <br />G A possible solution to the serious flaw in the Pay Plan would be to remove the librarians <br />from the Plan and to design an altemative plan for them based on steps E and F. <br />March 20, 2001 <br />
