Vice Chairman Stanbridge inquired about the additional costs for an expanded size <br />for the brochure. and Mr. DeBlois advised that one of the members of the committee worked <br />for a publishing company and provided estimates for the costs and indicated it would not be <br />a significant increase in expense. <br />Frank Coffey, 1335 River Ridge Drive, advised that when he suggested this brochure <br />he did not expect to work on it himself, but in doing so he set forth certain important <br />objectives which governed the committee's efforts. Those objectives are: to develop a <br />proposed brochure which would compile available factual information for the residents of <br />Indian River County on the environmentally sensitive lands which have been purchased by <br />the County using funds provided by the 1992 tax bond referendum, funds from the state and <br />other identified sources. He was never asked, nor was it part of the assignment, to justify the <br />cost of purchasing the lands which in his opinion was the responsibility of the LAAC (Land <br />Acquisition Advisory Committee). It was impossible to include information from the LAAC <br />studies or how they arrived at their recommendations in this brochure but they were <br />discussed. Many scenarios for brochure design were discussed, but the committee concluded <br />that it should be very concise document that could be mailed to the taxpayers giving a broad <br />overview of what had been accomplished in the past 10 years. He selected the members of <br />the group and three of them were present, namely: George Gross, Bea Gardner, and Milt <br />Thomas. Many meetings and discussions were held, under the Sunshine Law even though <br />not required, and under the guidance of Chief Environmental Planner Roland M. DeBlois <br />their hard work developed this brochure. He expressed appreciation to Commissioner Macht <br />for allowing him to chair the committee and to all the members who worked so diligently to <br />bring it forth. <br />Chairman Ginn thanked Mr. Coffey.
