Keating, AICP <br />Community Development D ector <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: February 27, 2002 <br />SUBJECT: REQUEST TO SET A HEARLN G DATE TO CONSIDER A PROPOSED CHANGE <br />TO THE COC.TTRYSIDE/VILLAGE GREEN DEVELOPMENT ORDER (D.0) <br />It is requested that the Board of County Commissioners consider the following request at its regular <br />meeting of March 5, 2002. <br />BACKGROUND <br />On January 21, 2002, planning staff received allotice of Proposed Change (NOPC) from Blue Water <br />Realty, LLC, the developer of a portion of the Countryside/Village Green DRI (Development of <br />Regional Impact) project The NOPC is a request to change the project's development order (D.O.). <br />B lue Water Realty's proposed change involves development of a 46.55 acre tract of the overall DRI <br />site. That tract is allowed under the current D.O. to be developed with 120 single family units. The <br />proposed change would allow development of 56 single family homes and 64 mobile homes <br />resulting in a total of 120 units (no increase in units). County staff, the Treasure Coast Regional <br />P lanning Council (TCRPC), and DCA are reviewing the request. <br />Under F.S. 380.06, the statute which governs DRI projects like Countryside/Village Green, the <br />county must now schedule a public hearing date at which it will consider the proposed change. The <br />B oard must now set the public hearing date in accordance with F.S. 380.06. <br />ANALYSIS <br />The proposed change is minor, and will not affect the acreage, design, or number of units involved <br />with the project The proposed change merely involves a change in unit type that is already allowed <br />by the project site's zoning. It is staff's analysis that the proposed change will not increase project <br />impacts. Therefore, this is considered a minor amendment to the D.O. <br />In coordination with the applicant, staff has determined that a public hearing at the Board's regular <br />meeting of April 2, 2002, would meet all F.S. 330.06 requirements and schedules of the applicant <br />and staff. <br />RECOMMENDATION <br />Staff recommends that, in accordance with F.S. 380.06, the Board of County Commissioners set the <br />public hearing date for consideration of the Countryside/Village Green Notice of Proposed Change <br />to be its regular meeting of April 2, 2002. <br />March 5, 2002 <br />37 <br />• <br />0 <br />u <br />• <br />• <br />
