residential uses with densities up to 8 units/acre. Property abutting the site on the west is designated <br />C/I, Commercial/Industrial. The C/I designation petiliits various commercial and industrial zoning <br />districts. <br />Environment <br />Consisting primarily of old citrus groves, the subject property is not designated as environmentally <br />important or environmentally sensitive by the comprehensive plan. There may be a small amount <br />of wetland habitat associated with the two ponds in the northwest portion of the site. According to <br />Flood Insurance Rating Maps, the subject property does not contain any flood hazard areas. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. Both wastewater collection lines and <br />potable water distribution lines extend along US 1 to within 700 feet of the site. Potable water lines <br />also extend along Indian River Boulevard to 45`h Street. The site is serviced by the Central Region <br />Wastewater Treatment Plant and the North County Reverse Osmosis Plant. <br />Transportation System <br />The site is bounded on the north by 45`h Street. Classified as a collector roadway on the future <br />roadway thoroughfare plan map this segment of 45`h Street is a two lane road with approximately <br />60 feet ofpublic road right-of-way. This segment of45`h Street is programmed for expansion to 80 <br />feet of public road right-of-way by 2020. <br />ANALYSIS <br />In this section, an analysis of the reasonableness of the rezoning request will be presented. <br />Specifically, this section will include: <br />an analysis of the request's impact on public facilities; <br />an analysis of the request's consistency with the county's comprehensive plan; <br />an analysis of the request's compatibility with the surrounding area; and <br />an analysis of the request's potential impact on environmental quality. <br />Concurrency of Public Facilities <br />This site is located within the county urban service area, an area deemed suited for urban scale <br />development. The Comprehensive Plan establishes standards for: Transportation, Potable Water, <br />Wastewater, Solid Waste, Drainage and Recreation. The adequate provision of these services is <br />necessary to ensure the continued quality of life enjoyed by the community. The Comprehensive <br />Plan and Land Development Regulations (LDRs) also require that new development be reviewed <br />to ensure that the minimum acceptable standards for these services and facilities are maintained. <br />Policy 3.2 of the Future Land Use Element states that no development shall be approved unless it <br />is consistent with the concurrency management system component of the Capital Improvements <br />Element. For rezoning requests, conditional concurrency review is required. <br />Conditional concurrency review examines the available capacity of each facility with respect to a <br />proposed project. Since rezoning requests are not projects, county regulations call for the <br />concurrency review to be based upon the most intense use of the subject property based upon the <br />requested zoning. For residential rezoning requests, the most intense use (according to the County's <br />LDRs) is the maximum number of units that could be built on the site, given the size of the property <br />March 5, 2002 <br />
