By necessity, the scope developed is specific to the facility and includes a disclaimer of items not <br />covered. The existing system as constructed is not well documented but it is expected that most <br />required work has been identified at this time. However, retrofit work of this complexity and age <br />can not be without unknown or hidden conditions. For this reason it is expected that change <br />orders may be necessary as the work is uncovered and progresses. <br />Siemens would act as the prime contractor and obtain the materials necessary to insure the <br />continuity of design through Montgomery Technologies, Inc. Montgomery would provide <br />technical support throughout the installation and retrofit. <br />Siemens has provided a proposal that includes the replacement/retrofit of the control panels. <br />video cameras and monitors wire management improvements and integration of the existing <br />components. All labor, materials, engineering and post installation documentation are included. <br />Necessary staff training will be provided after completion of the retrofit, as well as the <br />experience that staff can learn during the project. <br />Siemens has performed detention electronics work in locations throughout the State. The total <br />cost for the work described is $245,375. As work progresses, unexpected and unforeseen <br />conditions may occur. An hourly rate for the technicians involved was established to gauge the <br />impact of change orders that may be required. Most work will be completed after normal hours <br />to minimize the disruption of jail operation and avoid unnecessary access control issues. <br />Based upon the justification outlined above, a waiver of the requirements for bidding and for the <br />execution of the enclosed contract with Siemens Building Technology to provide the <br />retrofitiinstallation of the detention electronics at the phase 1 of the Indian River County Jail <br />appears appropriate. <br />RECOMMENDATION: <br />In order to allow for uniform standardization of detention equipment and the fact that Siemens is <br />the prime agent for Montgomery Technologies in Florida, Staff recommends that the Board <br />waive the normal bidding procedures. and authorize the execution of the attached contract with <br />Siemens Building Technology for the retrofit/installation of detention electronics at the phase 1 <br />of the Indian River County Jail. <br />March 6, 2001 - <br />114 <br />BK 1 1 7 PG 3 7 3 <br />
