Brown `� <br />Budget Manager <br />I i <br />DATE: February 27, 2001 <br />SUBJECT: Policy for Distributing Choose Life License Plate Funds <br />to Qualified Non -Profit Agencies <br />Background Information <br />During the 1999 session, the State Legislature passed legislation which established the Choose Life <br />License Plate program The Department of Highway Safety and Motor Vehicles (DHSMV) has developed <br />a Choose Life license plate in accordance with Florida Statute, 320.08058(30). This legislation governs <br />the collection and distribution of the proceeds from Choose Life license plate sales <br />Each Choose Life license plate carries an annual user fee of $20. These fees will be distributed to Florida <br />counties in proportion to the sale of such plates in each county. Every county must distribute the funds <br />to non-governmental, not-for-profit agencies that counsel and provide for the physical needs of pregnant <br />women who are committed to placing their children for adoption. Funds may not be distributed to an <br />agency involved or associated with abortion activities. These activities include counseling for or referrals <br />to abortion clinics, providing medical abortion -related procedures, or pro -abortion advertising. Likewise, <br />funds may not be distributed to an agency that charges women for services received. <br />The legislation does not establish procedures counties must follow in processing applications from <br />agencies requesting Choose Life funds. Therefore, each county must establish a process whereby <br />interested agencies may apply for these funds. Staff has developed the attached policy for agency funding <br />requests and approvals in order to ensure conformity with Ronda Statute, 320 08058(30). <br />Staff Recommendation <br />Staff recommends that the Board of Commissioners approve the attached Policy for Application and <br />Distribution of Choose Life license plate funds. <br />Attachments <br />• Choose Life License Plate Funds Policy <br />• Letter from DHSMV dated Dec. 28, 2000 <br />March 6, 2001 <br />118 <br />BK i7 rG 377 <br />
