• <br />Following yesterday's Board of County Commissioners meeting discussing the <br />Lost Tree Village Islands, you requested I review County policy on negotiations <br />for LAAC purchases. The following excerpts are from the "Indian River County <br />Land Acquisition Guide" approved by the County Commission May 7, 1991 as <br />revised July 20, 1993 and October 15, 1994. <br />• The County Commission has the final authority to establish land acquisition <br />policies, procedures, pnorities, standards and criteria <br />- page 2 <br />• The Land Acquisition Guide may be amended by majority vote of the Board of <br />County Commissioners. <br />- page 3 <br />• Staff duties and responsibilities include coordinating negotiations with owners <br />for property under consideration for acquisition. Negotiations may entail <br />direct contact with landowners and/or coordination with State cost -share <br />agency staff and other land acquisition entities, as applicable. <br />pages 12-14 <br />• Conflicts of Interest. No member of the Board of County Commissioners may <br />be involved in the appraisal of or the negotiations for the purchase, sale, or <br />exchange of any real property on behalf of the County. <br />- page 14 <br />Some of the Board's discussion on how to proceed with respect to the Lost Tree <br />Village islands seemed inconsistent with established County policy as cited <br />above, but a majority of the Board can revise policy at any time. <br />To: Board of County Commissioners <br />From. Anticipating being absent from the March <br />6, 2001, meeting of the Board of County Commissioners, Commissioner Macht. Chairman <br />of the Land Acquisition Advisory Committee, asked me to place this matter on the Board's <br />agenda.
