1. A plat for Phases <br />plan/plat. <br />and 2 that is in conformance with the approved preliminary PD <br />2. A certified engineer's cost estimate for the regaining required improvements in Phases <br />1 and <br />3. A contract for construction for the remaining required improvements in Phases 1 and <br />4. A performance bond to guarantee construction of the required improvements in Phases <br />1 and 2. <br />ANALYSIS: <br />Most of the improvements have been completed for Phases 1 and 2. The remaining outstanding <br />improvements in Phase 1 include a second laver of parking area asphalt, sidewalk improvements. <br />and sodding. The remaining required improvements for Phase 2 include some landscape material <br />and sodding. Site related improvements for the individual multi -family buildings will be controlled <br />via the county certificate of occupancy inspection process for each building. All improvements in <br />both phases are privately dedicated, with the exception of utilities. A contract for construction for <br />the remaining Phase 1 and 2 improvements has been submitted along with the performance bonds <br />and County Engineering has approved the cost estimate. The County Attorney's Office has approved <br />the formats for the construction contract and the performance bond. <br />Prior to the issuance of a certificate of completion for Phases 1 or 2, the developer will be required <br />to warranty and provide a bill of sale for the utility improvements in Phases 1 and 2. In accordance <br />with standard procedures, these utility warranty and bill of sale items will be handled <br />administratively by Utility Services. <br />With the contract and bond for the remaining required improvements for Phases 1 and 2, all formal <br />plat requirements are satisfied. <br />RECOMMENDATION: <br />Based on the analysis, staff recommends that the Board of County Commissioners grant final plat <br />approval for Indian River Courts (Phases 1 and 2) and authorize the Board chairman to sign the <br />contract for construction and accept the performance bond for the remaining Phase 1 and 2 <br />improvements. <br />APRIL 10, 2001 <br />-41- <br />B1 1 17 PG 336 <br />
