Utilities Director Erik Olson reviewed a report from the Ltilities Advisory Committee <br />pertaining to sludge (COPY OF REPORT IS O\ FILE WITH THE CLERK TO THE <br />BOARD WITH THF BACKUP FOR TODAY'S MEI -i TING). The sludge facility was built <br />in 1992 and became operational in 1993. There are 2 facilities at the location, a wastewater <br />treatment plant and the actual sludge facility. The sludge facility's odor control system <br />unfortunately had problems and has not operated properly for a number of years. The <br />facility was designed to be a closed building but the trucks which haul the sludge are longer <br />than the building necessitating that the loading area be left open. The Board previously <br />approved a contract with WGC to reconfigure the facility and that work is underway right <br />now. The work should be completed within the next 4 months and Director Olson <br />recommended that the facility be re-examined after the improvements are completed. <br />Director Olson continued that the sludge is taken to the Landfill. Indian River <br />County did some excellent planning a long time ago in this area. The DEP permitted <br />capacity for the sludge facility is 384,000 tons; the treatment capacity of the facility is <br />187,000 tons; and last year the facility produced 88,000 tons. The UAC has recommended <br />that no further sludge be accepted from outside the County and that, as. the County grows <br />and the amount of sludge increases, we reduce the volume of out -of -county sludge by the <br />same percentage as the County's growth in volume. Currently the County has 16 agreements <br />to accept out -of -county sludge which represents only about 2% of the total amount of sludge <br />handled at the facility. Also, the County does have a reciprocal agreement with Ft. Pierce <br />Utilities Authority for emergency treatment of sludge in case of a mechanical breakdown. <br />Director Olson then reviewed the report prepared for the UAC by Camp Dresser <br />McKee. The cost of moving the sludge facility to the Landfill would be between 3 and 4 <br />million dollars, but the question is whether or not the County wants to treat sludge.
