In closing , Director Boling explained how the plan does not meet the Land <br /> Development Regulations and advised that staff and the Planning and Zoning Commission <br /> recommend the application be denied . <br /> The Chairman opened the public hearing and asked if anyone wished to be heard in <br /> this matter . <br /> Ray Scent , 1615 71s` Court , supported staffs recommendation to deny . It seemed to <br /> him that we are living in a time when Indian River County is becoming a bedroom <br /> community and citrus is being squeezed out . He was very concerned about the encroachment <br /> on the agricultural areas . <br /> Jens Tripson , 2525 14 " Street , advised he was the president of the Pelican Island <br /> Audubon Society and explained his comment at the PZC meeting did not mean that he or the <br /> PIAS were endorsing the project in any way . He gave reasons why people and agriculture <br /> do not mix and other examples of why the project would not benefit the county . He urged <br /> the Board to deny the request . <br /> Deedee Safikhani , 2360 80 " Court , was opposed to this project particularly that it <br /> would add congestion to SR 60 and 26 ' Street . <br /> Ralph Sexton , 37t' Street, spoke in opposition as a would - be neighbor of the project . <br /> He reasoned that it would be a violation of the agricultural area, contribute to urban sprawl , <br /> and stressed that the area drains into the St . Sebastian River . As a farmer , he declared that <br /> a farmer cannot farm with people around . He viewed this as a great opportunity to slow <br /> down urban development and urged the Board to vote against this one forever and ever . <br /> Toni Robinson , 1111 Indian Mound Trail , endorsed what was said by the three <br /> previous speakers .
