Keating, AICP <br />Community Developmen Directo <br />Sasan Rohani, AICP <br />Chief, Long -Range Planning <br />March 26, 2002 <br />CONSIDERATION OF PROPOSED AMENDMENTS TO THE INDIAN RIVER <br />COUNTY LOCAL HOUSING ASSISTANCE PLAN (LHAPlan) <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 2, 2002. <br />DESCRIPTION AND CONDITIONS <br />Consistent with state requirements, Indian River County prepared and adopted its Local Housing <br />Assistance Plan (LHAPlan) in 1993. The LHAPlan not only qualified the county to receive State <br />Housing Initiatives Program (SHIP) funds, but also has served as the policy and procedural guide <br />for administering the SHIP program. <br />At this time, staff is proposing minor changes to the county's LHAPlan. One change will enhance <br />the use of SHIP funds as a match for Community Development Block Grant applications generally <br />and the Gifford Housing CDBG application specifically. The other proposed amendment is a minor <br />change to incorporate a state monitoring requirement for SHIP rental rehabilitation projects. <br />Since June of 1993, the county has provided 518 SHIP loans to individual applicants who applied <br />for assistance.
