RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of County Commissioners <br />approve the proposed amendment of the county's Local Housing Assistance Plan by adopting the <br />attached resolution. Staff also recommends that the Board of County Commissioners set aside up <br />to $350 000 of SHIP funds from FY 2002-03 and 2003-04 as a match for the county's CDBG <br />application. <br />ATTACHMENTS <br />Adoption Resolution (including revised pages 29 and 30 of the LHAPIan) <br />Commissioner Ginn asked for an explanation of Item B(3) on Page 42 of the backup, <br />and Community Development Director Bob Keating noted that most of the assistance <br />provided under SHIP funds is for downpayment loans with deferred payments. However, <br />the regulations allow for providing rehabilitation loans and grants for persons with very low <br />incomes. Several months ago the Board approved a Community Development Block Grant <br />(CDBG) for housing rehabilitation in the Gifford area. In order the maximize the points <br />earned, SHIP funds are used as matching funds to be given as a grant rather than a loan <br />because of the reluctance of residents to apply for loans. <br />APRIL 2, 2002 <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Macht, the Board unanimously set <br />aside up to $350,000 of SHIP funds from FY 2002- <br />03 and 2003-04 as a match for the county's CDBG <br />application and adopted Resolution 2002-017 <br />amending the County's Local Housing Assistance <br />Plan for FY 2000-2001, 2001-2002, and 2002-2003. <br />-28- <br />
