7.IL SHERIFF - FLORIDA DEPARTMENT OF LAW ENFORCEMENT, CRIMINAL <br />JUSTICE GRANTS (EDWARD B YRNE MEMORIAL STATE AND L OCAL LAW <br />ENFORCEMENT ASSISTANCE FORMULA GRANT PROGRAM - STATE <br />FISCAL YEAR 2003 ANTI-DRUG ABUSE GRANT FUNDING CERTIFICATE <br />OF PARTICIPATION - SUBSTANCE ABUSE ADVISORY COUNCIL <br />The Board reviewed a Memorandum of March 19, 2002: <br />TO: Members of the Board of County Commissioners <br />DATE March 19, 2002 <br />THROUGH: Joseph A. Baird <br />Assistant County Administrator <br />FROM: <br />Jason E. Brown <br />Budget Manager <br />1 <br />SUBJECT: STATE FISCAL2003 ANTI-DRUG ABUSE GRANT FUNDING <br />CERTIFICATION &F PARTICIPATION <br />DESCRIPTIONS AND CONDITIONS <br />Indian River County has been notified by the Flonda Department of Law Enforcement (FDLE) Office of <br />Criminal Justice Grants, that 5159,323.00 has been allocated in grant funds for State Fiscal Year 2003, to <br />fund local anti-drug abuse projects. The leder also requested that the Board of County Commissioners <br />serve as the coordinating unit of government in applying for these funds. The Substance Abuse Advisory <br />Council will be soliciting for and receiving grant applications, as well as evaluating those applications and <br />recommending to the Board what projects to fund and their funding levels. the Substance Abuse <br />Advisory Council's recommendations will be brought to the Board for approval in May. <br />The grant will continue to be funded 75% from the state and 25% from the county. The budgetary impact <br />on the county will not exceed 553,108.00. Staff has requested all matching funds for the 2002/2003 fiscal <br />year to be made by the grant applicants rather than the Board of County Commissioners. The Board of <br />County Commissioners would have to match the Substance Abuse Council portion since the grant <br />requirement recommended that the Board of County Comrrussioners set up the council to administer the <br />grant. Additionally, the Board of County Commissioners will provide the match for the Multi -Agency <br />Drug Enforcement Unit (M A C E) grants, since MACE is comprised of local governmental entities. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners accept the invitation to serve as the <br />coordinating unit of government in the FDLE Anti -Drug Abuse Grant Program and authorize the Board <br />Chairman to sign the Certification of Participation naming Jason E.
