the ordinance and announced its intention to adopt the ordinance and terminate the <br />existing moratorium on applications for new towers at its April 2, 2002 <br />regular meeting <br />(see attachment 41). Staff has made the changes it was directed to make and the Board <br />is now to adopt the revised ordinance (see attachment 42) and teznzinate the moratonum. <br />ANALYSIS <br />In accordance with the Board's direction at the March 19, 2002 hearing, the following <br />ordinance revisions have been made: <br />1) The citation in ordinance Section 3(b)(7) has been corrected to read 971.44W <br />(see page 17 of the revised ordinance) <br />2) The requirement for surrounding property owner mailed notice now specifies that <br />county staff will mail the notice (see page 28 of the proposed ordinance). <br />3) The provision that allows attached .facilities on pre-existing buildings and <br />structures now specifies that attachments can be made to industrial, hotel, multi- <br />family, institutional, and public buildings and facilities as well as <br />commerciaUindustrial buildings (see pages 32 and 33 of the revised ordinance). <br />Thus, the interim ordinance has been revised and is ready for adoption. Along with <br />adoption of the ordinance, the moratorium needs to be tezminated to allow applications to <br />be submitted and processed under the new ordinance. <br />As previously discussed, in upcoming months the Board will review and adopt a wireless <br />master plan and then adopt a "final" wireless facilities ordinance. The final ordinance <br />will allow for further adjustments to the subject interim ordinance, including a <br />requirement that applicants use "state of the art" and "least obtrusive" technology for new <br />facilities. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners: <br />1) Adopt the attached wireless telecommunications facilities revised ordinance, and <br />2) Teuzzinate the moratorium on applications for new towers and related facilities to <br />allow submittal and processing of applications under the new ordinance. <br />Planning Director Stan Boling stated that this is an interim ordinance which can be <br />revised after adoption of the Wireless Master Plan. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter.
