Keating, AICf /77 <br />Community Development Director <br />Sasan Rohani, AICP <br />Chief, Long -Range Planning <br />March 13, 2002 <br />REQUEST TO APPROVE THE INDIAN RIVER COUNTY COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) HOUSING ASSISTANCE <br />PLAN (HAP) FOR HOUSING REHABILITA PION AND REPLACEMENT <br />It is requested that the following information be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 23, 2002. <br />BACKGROUND AND ANALYSIS <br />On October 23, 2001, the Board of County Commissioners authorized community development staff <br />to apply for a Housing Rehabilitation Community Development Block Grant (CDBG) for the east <br />Gifford area. The Board also authorized staff to initiate the process of selecting a consultant to <br />prepare the CDBG application and administer the grant, if awarded. <br />On February 12, 2002, the Board of County Commissioners approved the county's CDBG <br />consultant selection committee's consultant selection prioritization list and authorized staff to begin <br />contract negotiations with the number one ranked firm, Fred Fox Enterprises, Inc. On March 19, <br />2002, the Board approved a consultant contract for CDBG application services with Fred Fox <br />Enterprises, Inc. <br />Staff is now working with the consultant to prepare all documents which need to be included in the <br />county's CDBG application One required document is a CDBG Housing Assistance Plan (HAP) <br />A HAP outlines all applicable standards and guidelines that will apply to housing rehabilitation and <br />replacement activities funded by the Community Development Block Grant. The county HAP must <br />be submitted to the state with the county's CDBG application. <br />The HAP establishes the following guidelines: <br />▪ Sets the county's CDBG rehabilitation policies. <br />• Identifies how units will be chosen for rehabilitation. <br />• Establishes eligibility criteria for the units and the owners. <br />• Establishes guidelines for determining when a house is not feasible for <br />be demolished and replaced. <br />• Provides for CDBG rehabilitation funds to be granted to unit owners as <br />that will be forgiven in five years. <br />April 23, 2002 <br />20 <br />rehabilitation and must <br />deferred payment loans <br />96 <br />
