When this agenda item was called, Mr. Turner was not present. The Chairman noted <br />at the conclusion of the recess following item 9.B.3., that Mr. Turner was present and called <br />on him. For purposes of continuity, the minutes for that discussion follow. <br />Sidney W. Turner, 8775 20`h Street, Vero Beach, commented on the recent <br />presidential election and the problems with punch card voting and tabulation <br />He spoke of <br />the methods being discussed in Tallahassee and in the media for replacement of the punch <br />card method. He agreed with Supervisor of Elections Kay Clem that the recommended use <br />of optical scanners was not the answer and called it "archaic". He read from an article in <br />the morning's newspaper and noted his agreements and disagreements with the statements <br />therein. He felt election reform should not wait until the next presidential election and urged <br />the Board of County Commissioners to recognize the punch card voting system was not <br />good. He strongly believed that legal voters should not be disenfranchised due to confusion <br />with the voting method used. <br />The Board reviewed a letter of March 28, 2001: <br />Francis M.
