It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 3. 2001. <br />BACKGROUND <br />The county's Local Housing Assistance Program has been in effect since June of 1993. During that <br />time, the county has provided 456 loans to individual applicants who applied for assistance. <br />According to state rules and regulations as well as the county's requirements, SHIP funds may also <br />be used to supplement or match other state and federal funds. <br />In the past, the Board of County Commissioners has set aside SHIP funds for certain projects or non- <br />profit groups. with the requirement that these setaside funds be used consistent with SHIP program <br />rules and regulations. These setasides consist of the following: <br />• In 1997, the county used SHIP funds to match CDBG funds in the Wabasso area. <br />These SHIP funds were provided as impact fee/rehabilitation loans to eligible <br />applicants within the project area. ` <br />• In September 1999, the Board of County Commissioners agreed to set aside <br />$150,000 of SHIP funds each year for the next three fiscal years as a HOME program <br />match for an affordable housing developer. These SHIP funds will be provided as <br />impact fee loans to eligible applicants who will purchase homes in the developer's <br />HOME project. At this time, the developer's HOME application is going through the <br />final approval. <br />• In 2000, the Board of County Commissioners set aside $200.000 ($100.000 for FY <br />2001-02 and $100,000 for FY 2002-03) of SHIP funds for the Indian River County <br />Homeless Task force to be used as a match for a HUD application. These SHIP <br />funds are to be provided as downpayment/closing cost and/or rehabilitation loans to <br />eligible applicants who were former homeless persons. Recently, the Board <br />approved $60.000 of the $200.000 to be used for homeless shelter rehabilitation <br />consistent with the provisions of the SHIP rental rehabilitation program. <br />• In 2000. the Board also set aside $200,000 of SHIP funds for Habitat For <br />Humanity's (HFH's) clients for FY 2000-01. Since inception of the SHIP program, <br />the county has worked closely with Habitat for Humanity (HFH) and has provided <br />SHIP funds to a number of HFH clients. HFH constructs owner occupied housing <br />for the county's very low and low income residents, and SHIP funds are used to <br />provide downpayment/closing cost. land acquisition and impact fee assistance to <br />HFH's clients. <br />As indicated in the attached letter dated February 15, 2001, Habitat For Humanity (HFH) has <br />informed the county that HFH will increase its production next year. In FY 2001-2002. HFH is <br />planning to build 12 units. Since county assistance for the HFH homes ranges from $20,000 to <br />$26.200 per unit, HFH has requested that the county set aside approximately $300.000 of FY 2001- <br />2002 SHIP funds for HFH's clients. <br />April 3, 2001 <br />74 <br />iii 762 <br />r <br />
