Environmental Learning Center - Landfill Assessments on <br />Leased Property Payment Schedule <br />The Board reviewed a Memorandum of March 28, 2002: <br />To: Members of the Board of County Commissioners <br />Through: Joseph A. Brown <br />Budget Manager /r <br />Date: March 28, 2002 <br />Subject: Environmental Learning Center - Landfill Assessments on Leased Property <br />Descriptions & Conditions <br />The Environmental Learning Center (ELC) leases a fifty-one (51) acre parcel located on Wabasso <br />Island from Indian River County for a nominal fee of $1.00 per year. In accordance with the lease <br />agreement, the ELC has the responsibility of paying the annual landfill assessment on tie property. <br />The County has paid this assessment for the last several years, but has not invoiced the <br />Environmental Learning Center for this amount in accordance with the lease agreement. As a result, <br />four (4) years of landfill assessments are now due from the ELC totaling $2 918.90. On December <br />11, 2001, staff sent a letter notifying the ELC of this issue. The ELC has proposed a payment <br />schedule of $500.00 per year until this back payment is paid in full. <br />Staff has no objection to the proposed payment schedule. The Environmental Learning Center <br />operates under a tight budget. The Executive Director has indicated that an unexpected expenditure <br />of this amount is difficult to manage within the current budget. In order to alleviate any financial <br />burden placed on the ELC, staff recommends approval of the proposed payment schedule. Under <br />this schedule, the ELC will pay $500.00 per year until the $2,918.90 is paid in full. ELC is obligated to <br />pay ail future landfill assessments when due, as provided in the lease agreement. <br />Recommendation <br />Staff recommends that the Board of County Commissioners approve the payment schedule as <br />presented above. Under this schedule, the Environmental Learning Center will pay the County <br />$500.00 per year until the entire balance of $2,918.90 is paid in full.
