In response to Commissioner Adams' question concerning a lift station, Director <br />Frame advised that, according to the Utilities Department's staff, the area needed would be <br />25' x 30' and staff would attempt to work with the purchaser in order to maintain an <br />easement for that purpose. <br />Commissioner Adams thought it would be wise to determine the area and location <br />first and Director Frame agreed that could be included in the bid documents. <br />There was a brief discussion concerning sealed bid versus auctioning the property. <br />He was aware of interest by nearby property owners, but because of their size, Director <br />Frame was unsure how marketable these 3 lots would be. <br />Because of the limited market, Commissioner Adams believed an auctioneer would <br />have the ability to market the lots better. <br />Director Frame felt the sealed bid would be easier to manage, but he would be happy <br />to look at the auction process if that was the Board's pleasure. <br />Administrator Chandler explained why staff reached their conclusion that the sealed <br />bid process would be better and why there would not be much advantage to go the auction <br />route in this particular instance. <br />Commissioner Adams felt the sealed bid process would limit the market and limit the <br />price the County would get; she thought auction was better based on their success a few <br />years ago. <br />MOTION WAS MADE by Commissioner Adams, <br />SECONDED by Vice Chairman Tippet, to approve staff's <br />recommendation. <br />Deputy County Attorney Collins cautioned that there are some statutory procedures <br />in order to surplus property that involve advertising and he thought there were some <br />April 9, 2002 <br />46 <br />
