• <br />efficiently perform some of the tasks, and after incorporating the GIS conversion tool received <br />from the Property Appraiser office into the model development process, the budget was reduced <br />to $233,821.00 without any significant reduction in the overall benefits of the hydraulic modeling <br />task. <br />Aside from the master plan update task, the County stands to benefit in the following areas as a <br />result of the proposed hydraulic model development task: <br />• Improved spatial representation of model flows and demands resulting in more efficient <br />system operations <br />• Provide more information on the system to the field operations staff, which will result in <br />increased staff efficiency in troubleshooting the system <br />• The link between customer billing and parcel data will be useful for providing better <br />customer service in terms of identifying system problems and proactively informing <br />customers about potential service -related issues (i.e. boil water notices) <br />• Improves the efficiency of responding to maintenance calls, as they can now be associated <br />with parcels associated with a particular pump station or a model node. <br />This work authorization (Attachment 1) will be funded from Account Number 472-000-169-366.00. <br />RFCQMMFNDATTQN <br />The staff of the Department of Utility Services recommends that the Board of County Commissioners <br />approve the attached work authorization with PBS&J as presented and authorize the Chairman to <br />execute the same. <br />4 <br />• 11 :, <br />\ C <br />Attachment 1 -Continuing Services Master Plan Contract for Hydraulic Model Development with <br />PBS&J <br />Commissioner Ginn asked if we had these done in the past, and Interim Capital <br />Projects Manager Michael C. Hotchkiss advised that the last time we had an update for the <br />Master Plan was in 1995 and the model is now considered antiquated. <br />Mr. Hotchkiss advised that when this new model is completed it will be a seamless <br />interface with our Geographical Information System (GIS). It is a more modern model which <br />will allow graphical user interface and linkage to customer databases. He realized this is <br />pricey but it will allow staff to update the hydraulic model which is the backbone of the <br />Master Plan.
