Mr. Baird stated that staff is asking the Board to (1) review the projects list and make <br />recommendations; (2) approve a Countywide referendum on November 5, 2002; and (3) <br />approve the program for 16 years instead of 15 years to overlap the current program which <br />expires May 31, 2004. The new program would go into effect on January 1st, 2004 to avoid <br />a 7 -month period with no revenue coming in. The Department of Revenue has changed the <br />law so that these programs must now all begin on January 1". <br />Commissioner Ginn felt the proposed project list was well done and wanted the <br />public to be aware that without this additional funding the library projects and many road <br />improvements would not have been possible. Our County is ahead of most of South Florida <br />because ofplanning done in 1999 by the Regional Planning Council. She stated that she has <br />a resolution in support of the program from each of the municipalities involved. (COPIES <br />OF RESOLUTIONS ARE ON FILE WITH THE BACKUP TO TODAY'S MEETING). <br />She also pointed out that operating costs for each of these proposed projects would be new <br />and hoped that the County would continue to review this program every 5 years. <br />Chairman Stanbridge noted that this is not a public hearing but she would allow <br />public comment. <br />Frank Coffey, 5015 Fairways Drive, pointed out the program could have an effect <br />on ad valorem taxes because of the operating expenditures. <br />Mr Baird responded that without the program, the County would have to bridge the <br />revenue source and pay debt service expenses as well as operating costs. <br />Commissioner Macht commented that all the proposed projects are predicated on <br />growth and ad valorem revenues would increase proportionately. <br />MAY 21, 2002 <br />-50- <br />1 <br />
