Commissioner Macht noted that the income from out -of -county prisoners comes <br />totally from the federal government. <br />Mr. Baird commented that the best revenue source is from housing federal prisoners. <br />Commissioner Adams noted that staff's recommendation is for authorization to go <br />to a referendum vote. These projects are anticipated but not set in stone. <br />Commissioner Ginn wanted to include the requirement to reprioritize the projects <br />every 5 years with a public hearing. <br />Commissioner Macht felt that Items 1 through 7 in staff's Memorandum, entitled <br />"Discussion", would be the best and most concise illustration of the proposal to be in the <br />information to be presented to the public. <br />County Administrator Jim Chandler commended Assistant County Administrator Joe <br />Baird and Budget Manager Jason Brown for their work on this project. <br />MAY 21, 2002 <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Tippin, the Board <br />unanimously approved: (1) the list of proposed <br />capital projects to be included in the first five-year <br />plan, (2) the creation of an ordinance calling for a <br />countywide referendum during the November <br />General Election, to be held November 5t", 2002 (to <br />be submitted to the Board for approval in June, <br />2002); and (3) the 10 Local Option Sales Tax for a <br />period of 16 years to begin January 1st, 2004 and end <br />December 31 st, 2019, all as recommended by staff <br />-52- <br />DU ,, <br />UR 1_ <br />
