13. Landscape Plan : The landscape plan meets the requirements of Chapter 926 for Phase I <br /> and II . The required buffers for Phase 11 will be constructed with the Phase I landscape <br /> improvements , along with the arterial road landscape strip along the site ' s 58th Avenue <br /> frontage . Based on the proposed design, there are opportunities to preserve existing trees <br /> on the site . The applicant has agreed to preserve protected trees that have a 4 " DBH or <br /> greater, where such trees fall within the proposed grassed parking lot area. <br /> 14, Dedications and Improvements : <br /> 58th Avenue R/W: The county thoroughfare plan classifies 58 `h Avenue as a major <br /> arteria] requiring 130' of right-of- way. Presently , there is 50' of right-of- way <br /> existing . The applicant and public works director have negotiated a 5 ' reduction <br /> in the ultimate right-or- way from 130' to 125 '; based on the proposed 130' right- <br /> of- way extending 5 ' into an existing building. The applicant will need to dedicate <br /> 5 ' of right-of- way without compensation to complete the applicant ' s half (30) of <br /> the 60' local road right-of-way . The 5 ' of right-of- way will need to be dedicated <br /> prior to site plan release. The public works department will acquire the remaining <br /> 30' through negotiated purchase, outside of the development review process . The <br /> remaining 30' can be accommodated with no impact to e <br /> improvements . xisting or proposed <br /> 58 `h Avenue sidewalk : A 5 ' wide sidewalk is required along the project ' s 58 `h <br /> Avenue frontage . The sidewalk is depicted on the plans and will need to be <br /> constructed or bonded prior to the issuance of a C. O. <br /> 15. Specific Land Use Criteria : The application must satisfy all applicable criteria for a <br /> place of worship . The place of worship specific land use criteria are as follows : <br /> a• No building or structure shall be located closer than thirty (30) feet to any <br /> Property line abutting a residential use or residentially designated property ; <br /> Note : All proposed new structures comply with the 30' setback requirement . <br /> b• Access shall be from a major thoroughfare unless otherwise approved by the <br /> public works department ; <br /> Note : The thoroughfare map classifies 58th Avenue as a minor arterial . <br /> C . Any accessory residential use, day care facility or school upon the premises shall <br /> provide such additional lot area as required for such use by this section and shall <br /> further be subject to all conditions set forth by the reviewing procedures and <br /> standards for that particular use . Accessory residential uses may include <br /> covenants , monasteries , rectories or parsonages as required by these regulations ; <br /> Note : No accessory uses are proposed at this time . <br /> d. Type " C " screening shall be provided along all property boundaries where the <br /> facility is located adjacent to a single -family residentially designated properly . <br /> Type " D " screening shall be provided along all property boundaries when the <br /> facility is located adjacent to a multi - family residential designated property . <br /> Note : All required buffers will be planted with Phase I . <br /> May 8 , 2001 <br /> 26 <br /> itU17 <br /> f <br /> S1 <br />
