<br /> Here in the Administrative Building, we have already installed a railing system that can use the hangers found
<br /> on the Walker Picture System . The initial railing located along the hallway adjacent to the Administrator ' s
<br /> office is about 40 feet in length. We can add additional railing along other hallways of all floors here in
<br />the
<br /> administration building . It would be the same type as presently exists and would be expanded on an as needed
<br /> basis .
<br /> RECOMMENDATION:
<br /> Staff recommends that all three floors at the Courthouse be authorized for the installation of the Walker Picture
<br /> System since the Clerk of Court has agreed to pay for the materials if General Services installs it. In the
<br /> Administrative Building, staff recommends that all floors be eligible for the display of art provided hangers are
<br /> available for such display as is now used on the first floor of the building.
<br /> Relative to actual display of art or exhibits, staff recommends the continued use of the current policies and
<br /> procedures as approved by the Board in June 1995 . It is suggested that where an organization plans multiple
<br /> displays during the course of a year, that the organization may submit a single written request covering those
<br /> multiple exhibits for the Board ' s consideration .

<br /> BY Commissioner Adams , to approve staff s recommendation .
<br /> Under discussion , Vice Chairman Stanbridge questioned whether the display of things
<br /> in the Courthouse covered free - standing items , and recalled that a voting exhibit was rejected
<br /> for inclusion in the new Courthouse but is , in fact, on display in the Courthouse Executive
<br /> Center ( old Courthouse) .
<br /> General Services Director Thomas W . Frame responded that this agenda matter only
<br /> covers the purchase and installation of a system for hanging pictures in the Courthouse as
<br /> has been installed in the County Administration Building .
<br /> Commissioner Macht recounted that just prior to the completion of the new
<br /> Courthouse he and former General Services Director Sonny Dean had attended a sick
<br /> building syndrome seminar . What they learned at that seminar was the basis of not
<br /> permitting hanging anything on the walls in the new Courthouse and restricting preparation
<br /> and consumption of food to specific areas . Those restrictions have been observed and the
<br /> Indian River County Courthouse has an atmosphere different from the Administration
<br /> Building and there have been no complaints .
