<br /> Engineering Services Agreement (Master Agreement) , and (2) Work Order No . 1 to the Master
<br /> Agreement, for this work.
<br /> Work Order No . 1 is the first step in addressing the stormwater runoff from over 50, 000 acres of
<br /> Indian River County, between the Atlantic Coastal Ridge (One-Mile Ridge) and the Ten-Mile
<br /> Ridge, including the urban center of Vero Beach. This huge drainage basin discharges into the
<br /> Indian River Lagoon through a canal system constructed and operated by Indian River Farms
<br /> Water Control District (IRFWCD). The tremendous volume of stormwater and pollutant loading It I
<br /> into the Lagoon detrimentally impacts over 15 miles of the Lagoon. These 15 miles are the
<br /> second most polluted segment of the 155 -mile long Lagoon. The design will attempt to divert as
<br /> much flow as possible from IRFWCD ' s canal system, retaining and treating this water within the
<br /> drainage basin in which it historically belongs . Reduction of this volume and of the pollutant
<br /> loading, will help restore the water quality and bio-diversity of the estuary, which is of regional ,
<br /> state , and international importance .
<br /> The first Phase of the Master Plan Study covered by Work Order No. 1 , will develop a
<br /> conceptual system that will reduce the pollution into the Lagoon, recharge the shallow aquifer,
<br /> provide water for farmers and others, and ultimately, increase the overall economic health of the
<br /> County. Phase I will target the areas of the Main and South Relief Canals, and a later phase,
<br /> Phase II, will expand the system to the North Relief Canal and the major north/south lateral
<br /> canals. An integrated stormwater treatment, storage, and recharge/reuse system will be created .
<br /> Besides addressing discharge and recharge/reuse issues, the unique stormwater facilities will
<br /> incorporate educational accommodations, wildlife habitat, and passive and active parks
<br /> connected by greenways and bikepaths along the canal rights-of-ways, providing tremendous
<br /> multi -use opportunities for the public . To introduce new industries into our area, other
<br /> innovative endeavors that may be united with our stormwater parks, such as aquaculture farming,
<br /> will be investigated.
<br /> The Master Plan will provide for several large stormwater parks, which will be located
<br /> throughout the IRFWCD basin. Typically, the stormwater parks located in the non-urban areas
<br /> will attempt to utilize sedimentation ponds and wetland plants to remove pollutants from the
<br /> stormwater. After treatment, the stormwater will be stored in large reservoirs and will be
<br /> provided to farmers and others.
<br /> Additionally, the Consultant will prepare a Notice of Intent, for submission to the Florida
<br /> Department of Environmental Regulation, as required by National Pollutant Discharge
<br /> Elemination System (NPDES) Phase II regulations.
<br /> The Contract Amount for Work Order No . 1 is $241 , 110.
<br /> RECOMMENDATIONS
<br /> Staff recommends the Board of County Commissioners authorize the Chairman to execute the
<br /> attached Professional Engineering Services Agreement and its associated Work Order No . 1 .
