<br /> expertise for the several firms involved , namely : Carter Associates , Inc . , Environmental
<br /> Consulting & Technology , Inc . (ECT) , Marshall , Provost & Associates , and Brad Smith

<br /> Vice Chairman Stanbridge congratulated staff and the consultants on a very fine job
<br /> and spoke of the need to do this project now . She noted the project objectives as listed in
<br /> Section XVIII and projected the achievements that would result from this project .
