Commissioner Adams thought the Board's encouragement should be to maintain <br />those lots in a conservation mode and to expand. It appeared to her that USF&WS had <br />slowed in the purchasing of all the vacant lots there. <br />USF&WS Refuge Operations Specialist Takako Hashimoto explained that her <br />agency wants to continue their good relationship with the Seaview Homeowners Association <br />and maintain that property in conservation. They also hope to exchange those now -owned <br />non-contiguous lots for lots that are contiguous to Archie Carr. Ms. Hashimoto further <br />advised that USF&WS will no longer be able to buy any more lots in Seaview due to a <br />covenant adopted by the Seaview Board of Directors. <br />Mr. DeBlois added that the swap of properties will be strictly within Seaview, but <br />they desire to consolidate the properties <br />advisable at this time. <br />The designation of those properties would not be <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Dann J. Runik, Vero Beach, President of Seaview Homeowners Association. read <br />from a lettcr that he wished entered into the record. The letter asked that the USF&WS <br />property not be included in the proposed land use designation. He pointed out that Seaview <br />was founded for residential but 8 lots are publicly -owned. The Board of Directors voted to <br />limit to 8 those which will remain in a natural state. Meanwhile, the lots are not available <br />for residential construction. The Board of Directors has concern that those lots will be open <br />for public paths, observation towers, or other uses which would violate their covenants and <br />chance the character of their subdivision.
