The Chairman called a brief recess at approximately 10:20 a.m. <br />reconvened at approximately 10:28 a.m. with all members present. <br />The meeting was <br />9.13.1. PUBLIC DISCUSSION ITEM - REQUEST FROM TOMMY <br />MCDOUGALD TO DISCUSS VENDORS <br />Tommy McDougald, 2036 7`" Court SW, Vero Beach, was concerned about business <br />coming to the county and making millions of dollars but not being monitored. He related <br />an incident that had occurred when he worked for Treasure Coast (Sanitation). He had been <br />there for two years and one week (after a storm?) he put in 97 hours and relapsed back into <br />drugs because he could not stay awake. He went to his employers and told them about his <br />relapse and they refused to help him. At some point during that time his foot got run over <br />and he tested positive for drugs. Worker's Comp would not pay for his injury and he lost his <br />job. After pursuing payment for medical expenses, he was finally able to get them to pay <br />for his injury. His point was that businesses hire alcoholics and drug addicts to do the work, <br />but if one of those workers gets injured, they are not covered by Workers Compensation. <br />He claimed that Treasure Coast does not comply with regulations, overworks their <br />employees, and does not properly compensate their employees. He credits Fran Adams for <br />his ability to stay sober now. He wished to present his case to each of the Commissioners <br />because he does not think what is happening is fair. He has documentation to prove his <br />allegations. <br />Commissioner Adams thought it would be appropriate for Mr. McDougald to make <br />an appointment to speak individually with each of the Commissioners. <br />June 10, 2003 <br />
