While Future Land Use Element. Policies 1.11, 1 41 and Coastal Management Element Objective <br />11 are particularly applicable to this request other comprehensive plan policies and <br />also have relevance. For that reason, staff evaluated the subject request for consistency with all <br />applicable plan policies and objectives. Based upon that analysis, staff determined that the <br />request is consistent with the comprehensive plan. <br />Potential 1mact on Environmental •ual <br />Environmental protection regulations are the same for both multiple -family and single-family <br />zoning districts Those regulations require that, prior to residential development of a site, the <br />developer complete an environmental survey to determine the extent of any jurisdictional <br />wetlands on site. That survey must be approved by the county s environmental planning staff <br />Any jurisdictional wetlands determined to be located on the parcel are regulated by federal, state, <br />and county agencies. <br />A survey of listed species would also be required prior to development of the site. If that survey <br />found any listed species, the developer would be required to coordinate with the appropriate state <br />and federal agencies. <br />Therefore, there will be no additional negative impact on environmental resources associated <br />with this request. <br />CONCLUSION <br />The requested zoning is compatible with the surrounding area, and is consistent with the goals, <br />objectives, and policies of the comprehensive plan. Rezoning the properties to single-family <br />residential districts will have no negative impacts on environmental quality or the provision of <br />public facilities and services. The subject properties are located in an area deemed suitable for <br />low-density, single-family residential development. The request meets all applicable criteria. <br />For those reasons staff supports the request. <br />RECOMMENDATION <br />Based on the analysis, the Planning and Zoning Commission and staff recommend that the Board <br />of County Commissioners consider this request and: <br />o Provide direction to staff; and <br />o Vote to hold the second public hearing at the Board's regular meeting on July 9, 2002. <br />ATTACHMENTS <br />1.
