r <br /> n w , <br /> 15 <br /> z <br /> It is requested that the data herein presented be given formal consideration by the Board of County <br /> Commissioners at its regular meeting of June 19. 2001 . <br /> BACKGROUND <br /> On October 1 , 2001 , the Florida Fire Prevention Code (Florida Statutes 633 ) will go into effect <br /> statewide . Although the effective date initially was to be July 1 , 2001 , that date was pushed back <br /> to October 1 , 2001 . <br /> The code is the result of a long term effort to update the fire code on a state - wide level . To <br /> appropriately implement the code locally, changes are needed to the County ' s code of laws and <br /> ordinances to adopt the local fire prevention code, and to the LDRs , especially the development plan <br /> standards for access to sites and structures . Fire Division staff believe that the proposed LDR <br /> changes will implement the coming state- wide changes and address problems that they have <br /> experienced in providing fire protection services to developed sites . <br /> Several months ago, Fire Division staff met with staff from the Planning and Traffic Engineering <br /> divisions to discuss fire code related changes to local regulations and , in January , requested that LDR" <br /> changes be initiated ( see attachment # 1 ) . Staff then identified potential changes to certain sections <br /> of the subdivision ordinance ( Chapter 913 ) , the site plan ordinance (Chapter 914 ) , the street <br /> addressing ordinance ( Chapter 951 ), and the traffic ordinance ( Chapter 952 ) . Those potential LDR <br /> changes were reviewed by the Professional Services Advisory Committee ( PSAC ) at its January 18 , <br /> 2001 meeting . At that time, the PSAC established a subcommittee of design and development <br /> Professionals that would work with Fire Division and Traffic Engineering staff to develop a set of <br /> LDR amendments that would meet the state - wide changes and provide for alternative designs that <br /> could meet those requirements . <br /> After several weeks and six intensive meetings , the subcommittee developed a set of LDR <br /> amendments . Those amendments were presented to the PSAC, and at its March 29, 2001 meeting <br /> the PSAC recommended 7-2 that the LDR amendments be adopted with minor changes and an <br /> effective date that will match the effective date of the Florida Fire Prevention Code and the <br /> corresponding local fire prevention code (October 1 ,2001 ). Those changes have been made and are <br /> reflected in the attached LDR amendment proposal . Staff s recommendation also includes a <br /> recommendation for an October 1 , 2001 effective date . <br /> At its meeting of May 24, 2001 , the Planning and Zoning Commission voted 7-0 to recommend that <br /> the Board adopt the proposed ordinance with some minor editorial changes suggested by Deputy <br /> Count} Attorney Will Collins . Those changes have been made and are incorporated into the <br /> proposed LDR amendment ordinance ( see attachment #7 ) . <br /> The Board is now to consider the LDR amendments and is to adopt , adopt with changes , or deny the <br /> amendments . <br /> JUNE 199 2001 fit Pb <br /> Pb b 3 1 <br /> -48 - <br />
