w � R <br /> As structured. the building permit fee schedule changes reflect a simplified approach to assessing <br /> fees . With this simplification , fee transactions can be processed easier and quicker. Consequentk <br /> the combo permit process will be more efficient and more timely . <br /> Overall , the purpose of assessing building permit fees is to generate revenue to offset the cost of <br /> services provided by the building division . These services not only include permit issuance <br /> activities ; they also include plan reviews, inspections , record retention, and other activities . As much <br /> as possible . these permit fees should correspond to the value of the services received by the fee <br /> payer. <br /> In developing the proposed fee schedule modifications , staff and TCBA reviewed permit files to <br /> determine fees assessed , inspections conducted. and other costs per permit to ensure that fee amounts <br /> generally correspond to the cost of services provided . Based upon that analysis , staff and TCBA <br /> determined that the proposed fees generally do correspond to the cost of services provided . <br /> Although the current fee system provides adequate revenue to cover building division costs and even <br /> though the current system charges fees that generally correspond to the cost of services received by <br /> the fee payer, the current system is more complicated than necessary . While basing some sub-permit <br /> fees on number of fixtures or type of equipment, the current system requires the submittal of more <br /> information than otherwise would be needed and requires several calculations . With a square <br /> footage based system, sub-permit fees can be assessed more easily , while still retaining the benefits <br /> of the current system. For that reason , staff and TCBA support these proposed building permit fee <br /> schedule modifications . <br /> RECOMMENDATION : <br /> Staff recommends that the Board of County Commissioners approve the proposed Building Permit <br /> Fee Schedule modifications by adopting the attached resolution . ` <br /> Attachments : <br /> 1 • Resolution of the Board of County Commissioners Establishing Building Permit Fees For <br /> Combination Permits . <br /> Community Development Director Bob Keating used a POWER POINT" <br /> presentation to explain the revision which will allow a builder to get only 1 permit instead <br /> of having to apply for numerous sub-permits . For a new home now, a builder pulls at least <br /> 5 permits for electric , plumbing, mechanical , roof, insulation , and possibly for fencing , a <br /> swimming pool and an irrigation system . The new combination permit will allow the builder <br /> JUNE 199 2001 , , , , g r, <br /> X62 <br /> - 79 - <br />
