ANALYSIS : <br /> Since adoption of the moratorium, the county has taken the following actions : <br /> 1 • January/February 2001 : Researched other local sovernment wireless master planning <br /> efforts , contacted other local government officials . and prepared a detailed scope of services <br /> identifying necessary tasks for preparing a wireless master plan and revising county <br /> regulations ( LDRs ) . <br /> 2. February 13 , 2001 : Board approved a detailed scope of services and authorized staff to <br /> initiate the RFP process to engage consultant services . <br /> 3• March 1 , 2001 : County issued RFP #3051 . <br /> 4, March 23, 2001 : County received seven responses to RFP #3051 . <br /> 5• April 2, 2001 : County consultant selection committee met, ranked, and short- list four firms <br /> and scheduled interviews with the four firms . <br /> 6• April 18, 2001 : County consultant selection committee interviewed and ranked the four <br /> firms : recommended CityScape as # 1 firm . <br /> 7• May 1 , 2001 : Board approved committee ranking and authorized staff to begin negotiations <br /> with CityScape . <br /> 80 May/June 2001 : Staff drafted contract and negotiated a "final proposed contract" with <br /> CityScape . <br /> 9. June 19, 2001 : Board scheduled to approve contract with CityScape . <br /> The need to extend the moratorium was anticipated by staff after researching the wireless master plan <br /> efforts of other local governments . In fact, staff, in its report to the Board at the February 13 , 2001 <br /> meeting, stated that the moratorium would need to be extended, as was done in Lakeland and <br /> Alachua County , when those local governments went through a wireless master planning process . <br /> Staffs position is that a six month extension of the moratorium ( until January 11 .2002 ) will allow <br /> sufficient time for completion of the first three steps in the five step master planning process <br /> contained in the proposed contract for consultant services . Those first three steps include forming <br /> a consensus of desired outcomes and goals and drafting an " interim " ordinance that should address <br /> fundamental concerns with the existing regulations and provide a mechanism for reviewing any new <br /> applications that might be filed before the wireless master plan is finalized and adopted . <br /> Therefore , staff requests that the Board authorize staff to prepare an ordinance to extend the <br /> moratorium for six months. and advertize for a public hearing for the July 3 , 2001 Board of County <br /> Commissioners meeting at which time the Board may adopt the ordinance . <br /> JUNE 1 % 2001 a � , <br /> 1{ U b7 <br /> - 84 - <br /> E <br />
